Neck bands are bands of platysma muscle running vertically from the base of the neck to the jaw which pull down the jaw. They tighten with ageing causing noticeable bands especially on facial animation and grimacing and lead to jowling. They become more prominent the more these neck muscles are used such as during weight training.
